Recent Healthcare Reform Developments

Executive director of the Commonwealth Health Insurance Connector, Jon Kingsdale, is determined to roll out the healthcare program for the population of uninsured residents under 100% of the FPL first. In the meantime, the Connector will work with the public to identify the amount of premiums and state subsidies for health plans that will be affordable to those residents within 100% to 300% of the FPL.

The following are two recent developments in Healthcare Reform:

  1. October 1, 2006 is still the planned implementation date for the Commonwealth Care Health Insurance Program (C-CHIP) for residents with incomes below 100% of the Federal Poverty Level (FPL). These plans offered by the four Medicaid managed Care organizations are fully subsidized. Enrolling these residents should be fairly straight forward.
  2. For residents above 100%, up to 300%, of the FPL enrollment will be much more complicated. The state has yet to determine the amount of premium payments and subsidies. Some of these individuals will be free care eligible and will have a premium; enrollment will be more complicated.
  3. According to the August 3rd Boston Globe article, "face delay in healthcare enrollment'", "The state will subsidize the premiums for this group, but those with higher incomes will pay significant portions of their premiums and higher copayments, and the Connector will have to come up with a substantial marketing campaign to convince the group of the benefits."
